Reverse the chargeback transaction. Returns the corresponding ChargeAfter transaction id.
The API is idempotent. Lender needs either reopen or re-resolve the dispute with the new Chargeback in a separate call.
Therefore can be called any time to reverse any previous Chargeback transaction.
